Early this year, China’s National Development and Reform Commission (NDRC) released a
Notice No.45-2025, the "Catalogue of Products Subject to Energy Efficiency Labeling in the People's Republic of China (17th Batch)" and its Related Implementation Rules.
Since the first release of China’s mandatory Energy Labeling program in 2005 for Air Conditioners and Refrigerators, the list of products which requires energy labeling has kept growing. To date, the list covers around 30 types of products within 5 categories.
ITE equipment such as Flat screen TVs, Monitors, Printers, Projectors, Portable computers/laptops, are now in the scope.
The 17th Batch includes update of some technical requirements and adds Tower & Rack Servers to the scope. The applicable standard for energy efficiency limits and grades is GB 43630-2023, which is effective from 1 December this year. Products shipped or imported before that date may, however, defer energy efficiency labeling until 1 December 2027.
Then in September this year NDRC released Notice No.1218-2025 with a compiled catalogue including presently 38 product types and updated implementation rules, such as:
Heat pumps and chillers, per standard GB 19577-2024.
Products manufactured or imported before 1 February 2025, may have their energy efficiency labels applied according to the revised implementation rules on 1 February 2027.
Household appliances, per standard GB 21456-2024
Products manufactured or imported before 1 November 2025, may have their energy efficiency labels applied according to the implementation rules deferred until 1 November 2027.
Displays, per standard GB 21520-2023.
Products manufactured or imported before 1 June 2024, may have their energy efficiency labels applied according to the revised implementation rules delayed until 1 June 2026.
AC contactors, GB 21518-2022.
Products manufactured or imported before January 1, 2024, may have their energy efficiency labels applied according to the revised implementation rules delayed until January 1, 2026.
Microcomputers, per standard GB28380-2025
Products manufactured or imported before 1 February 2026, may have their energy efficiency labels affixed according to the implementation rules delayed until 1 February 2028.
