New regulations for ITC products in Vietnam

In Vietnam is the Ministry of Science and Technology (MST) the authority responsible for amongst other IT & communication (ITC) equipment. The MST did last fall issue a Circular No. 29/2025/TTBKHCN which replaces the old Circular 02/2024/TT-BTTTT and is made valid from the start of this year. 

The new circular introduces significant updates to the regulation of ICT equipment. The key changes and 
implications included are as follows:

• Added categories in the mandatory product list
  • Industrial/desktop computers (HS Code 8471.41.90), being subject to mandatory supplier’s Declaration of Conformity (DoC).
  • Wi-Fi transceiver equipment (Wi-Fi modems, Wi-Fi access points) for wireless LAN operating in the 6 GHz band (5925–6425 MHz), being subject to mandatory Type Approval Certificate + DoC.

• Temporary Suspension of Certain QCVN Standards:
  Until 15 December 2026, certain QCVN standards for satellite and marine devices will be paused.
• Removal of Small-shipment Exemption:
  It previously applied for shipments containing three or fewer products but is now made universally
  applicable.
• Critical-condition Testing:
  Under the standard QCVN 54/65 for Wi-Fi modems and access points, testing continues under
  normal conditions up to 15 December 2026.

2G/2.5G testing is no longer required for land mobile terminals, (though it remains for GSM/EGPRS base
stations and repeaters).

In addition are SAR (Specific Absorption Rate) requirements per QCVN 134:2024/BTTTT being introduced for
some product types, as follow:

• Mobile phone: 1 July 2026
• DECT phone: effective from 1 July 2027
• Laptop and tablet with RF function: 1 July 2027

For manufacturers and importers marketing ITC products in Vietnam, adherence to the new regulations is crucial
