In Vietnam is the Ministry of Science and Technology (MST) the authority responsible for amongst other IT & communication (ITC) equipment. The MST did last fall issue a Circular No. 29/2025/TTBKHCN which replaces the old Circular 02/2024/TT-BTTTT and is made valid from the start of this year.
The new circular introduces significant updates to the regulation of ICT equipment. The key changes and
implications included are as follows:
2G/2.5G testing is no longer required for land mobile terminals, (though it remains for GSM/EGPRS base
stations and repeaters).
In addition are SAR (Specific Absorption Rate) requirements per QCVN 134:2024/BTTTT being introduced for
some product types, as follow:
For manufacturers and importers marketing ITC products in Vietnam, adherence to the new regulations is crucial
