This reform aims to promote broadband access, encourage innovation, improve spectrum sharing, and facilitate the entry of new market players.
The 5925-6425 MHz band (lower 6 GHz) is designated as Innovation Spectrum Frequency Range 2 (ISFR2).
It is license-free and accessible to wireless ISPs, private networks, community networks, and Wi-Fi deployments subject to regulatory compliance.
The 3800-4200 MHz band is designated as Innovation Spectrum Frequency Range 1 (ISFR1).
It is subject to authorization/license and managed via a Dynamic Spectrum Access (DSA) system rather than traditional exclusive allocations.
Both bands will be managed by a Unified Spectrum Switch (USS), a centralized database using geolocation to dynamically allocate available frequencies and protect existing users.
It allows ICASA to manage dynamic spectrum access and sharing, by dynamically assigning available channels and operational parameters to secondary users while protecting primary service incumbents
All equipment must be ICASA-approved and meet applicable technical requirements, including geolocation and interaction with the USS when required.
Operators are obliged to register with the designated USS provider, and compliance with all licensing, registration, and operating requirements before deployment.
Secondary users may access spectrum on a non-exclusive basis, provided they do not interfere with incumbent users.
Although the regulation has been published, it has not yet entered into force. The effective date will be announced later by ICASA in an official notice. Furthermore, even in the license-exempt 6 GHz band, equipment will still need to be certified, and operators will have to comply with registration and coordination requirements via the USS.
