EAEU Energy Efficiency Regulation Postponed to 2028: Key Updates

The Eurasian Economic Union (EAEU), is an economic union of the five member states Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia, aimed at fostering economic integration and cooperation among its members.
The EAEU Council (EEC), has again postponed the enforcement of the EAEU technical regulation TR EAEU 048/2019 ("On Requirements for Energy Efficiency of Energy-Consuming Devices"), now to 1 September 2028.
The reason given for the delay is that it will give time to update certain requirements in line with the EAEU’s regulatory development plan. It shall also enable completion of their so called “Second-level acts”, including list of standards for energy efficiency and rules with label formats for the affected products.

The planned regulation sets energy efficiency requirements for household- and commercial electrical and electronic products and will require manufacturers and importers to meet specific energy performance and certification requirements across the EAEU market.

The postponed regulation covers an extensive range of energy-consuming products, such as
•    TV sets 
•    External power supplies
•    Household appliances and office equipment 
•    Vacuum cleaners
•    Water pumps
•    Air conditioners and room fans
•    Lighting equipment
•    Computers and servers
It is expected that the EEC will issue updated guidance and implementation details as the new deadline approaches. Manufacturers and exporters to the EAEU countries are advised to monitor official EEC communications for updates on the requirements and use the delay to prepare for compliance.

Non-compliant products risk being withdrawn from the EAEU market once the regulation takes effect.
