    EAEU: Technical Regulation TR 048/2019 on Energy Efficiency Requirements Postponed Again

    The Eurasian Economic Union (EAEU) has announced another postponement of Technical Regulation TR 048/2019, which establishes energy efficiency requirements for energy-consuming products. The new implementation date is set for September 1, 2028.

    The postponement affects all five EAEU member states—Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Russia. The regulation sets energy efficiency requirements for household and commercial electrical and electronic products.

    Once implemented, it will require manufacturers and importers to meet specific energy performance and certification requirements across the EAEU market.

    Products Affected by the Regulation

    The regulation covers an extensive range of energy-consuming products, including:

    Declaration of Conformity (DoC) Products:

    • Refrigeration devices
    • Electric induction motors
    • Television sets
    • Household and office electrical equipment in standby and shutdown modes
    • Household washing machines
    • Household dishwashers
    • Set-top boxes
    • External power supplies
    • Circulation pumps
    • Electric drive fans
    • Drum-type drying machines
    • Vacuum cleaners
    • Water pumps
    • Air conditioners and room fans

    Certification Required Products:

    • Electric lamps
    • Fluorescent lamps without built-in control gear, high-pressure discharge lamps, and related control gears
    • Directional lamps, LED lamps and related equipment
    • Computers and servers

    How to Remain Compliant With New Regulations

    The EAEU Economic Commission (EEC) is expected to issue updated guidance and implementation details as the new deadline approaches. Manufacturers and importers should use this time to prepare for compliance.

    Stakeholders are advised to monitor official EEC communications for updates on technical requirements, testing, and certification. While the three-year extension allows for preparation, early planning is essential.

    Non-compliant products risk being withdrawn from the EAEU market once the regulation takes effect.
