Taiwan Introduces New BSMI Cybersecurity Requirements: What Manufacturers Need to Know

Written by Vanessa Wen | November 4, 2026

New cybersecurity testing and certification requirements will affect selected connected IT and audiovisual products, with key implementation deadlines through July 2028.

On October 2, 2026, Taiwan's Bureau of Standards, Metrology and Inspection (BSMI) announced amendments to its mandatory inspection requirements, introducing cybersecurity testing standards for designated network-connected equipment.

These changes affect certain cameras, networking devices, and other specified IT products. Manufacturers exporting to Taiwan should review their existing approvals and determine whether additional testing or certification updates are required.

Official Regulatory Reference: Taiwan BSMI – Updated Cybersecurity and Product Inspection Requirements (Official PDF, Chinese)

Which Products Are Affected?

The updated requirements cover designated product categories, including:

  • Network-connected digital video cameras and certain digital cameras
  • Certain concealed cameras
  • Routers, network switches, bridges, hubs, and gateways
  • Smart speakers and smart home assistants falling within the designated networking equipment category

Certain other automatic data-processing equipment is also addressed in the amendments, although it is not automatically subject to cybersecurity testing.

Not all connected products require cybersecurity testing. Applicability depends on the product category, technical specifications, connectivity features, and regulatory exclusions.

What Cybersecurity Standards Apply?

Depending on the product category and network connectivity, the applicable cybersecurity assessment options may include:

  • CNS 16190 – IoT cybersecurity requirements
  • CNS 18031-1/-2 – Cybersecurity requirements for applicable wireless-connected equipment
  • CNS 62443-4-2 – Industrial automation and control system component security requirements
  • CNS 15408 series – Information technology security evaluation criteria
  • CNS 16120 and CNS 16132 series – Additional cybersecurity assessment options for designated camera products

The applicable assessment route differs for wired-only and wireless-connected products. Manufacturers should confirm the appropriate standards and conformity assessment procedures for their equipment.

What Are the Key Compliance Dates?

October 2, 2026 – Initial Implementation

The amendments took effect, including mandatory inspection for certain newly designated concealed cameras. Other affected product categories are subject to transitional arrangements.

June 30, 2028 – Certificate Transition Deadline

Specified existing BSMI certificates may require updating or reissuance to demonstrate compliance with the revised inspection requirements.

July 1, 2028 – Broader Implementation

Updated cybersecurity and inspection requirements become applicable to additional designated products.

For certain routers, switches, bridges, hubs, and gateways, the existing Declaration of Conformity (DoC) procedure is replaced by Registration of Product Certification (RPC) or Type-Approved Batch Inspection (TABI).

Existing DoCs for these affected networking products cease to be valid from July 1, 2028.

Manufacturers should confirm the applicable transition provisions for their specific product categories.

How Do HS Codes Affect Taiwan's Certification Requirements?

Taiwan's BSMI regulation identifies affected products by designated equipment categories and references commodity classification codes.

For example, the amended regulation references Taiwan commodity classification 8517.62.00.90.6B for certain networking equipment, including routers, switches, bridges, hubs, and gateways, with import inspection code C02 applicable from July 1, 2028.

However, the applicable cybersecurity testing requirements also depend on the product's functionality, network connectivity, and regulatory scope.

Manufacturers should therefore review both the relevant commodity classification and technical specifications to determine which BSMI requirements apply.

What Should Manufacturers Do?

Manufacturers exporting affected products to Taiwan should:

  1. Review their products' classifications and determine whether the updated BSMI requirements apply.
  2. Identify applicable cybersecurity standards and conformity assessment procedures.
  3. Evaluate existing BSMI approvals, test reports, and technical documentation.
  4. Determine whether additional testing, RPC, TABI, or certificate updates are required.
  5. Plan compliance activities ahead of applicable implementation deadlines.

Early preparation can help minimize unexpected certification costs, shipment delays, and market access disruptions.
