Cambodia introducing new regulation for IT and communication equipment

The Kingdom of Cambodia is a country in Southeast Asia, being bordered by Thailand, Laos, Vietnam and the Gulf of Thailand.
The country has a population of about 18 mill and Phnom Penh as the capital and largest city. The Telecommunication Regulator of Cambodia (TRC) has announced a draft regulation (“Prakas”) for public com-ments (with deadline 25 May) about their technical requirements for IT & telecommunication equipment aligning with international standards.


The draft also entails essential changes concerning conformity assessment, including:

Type Approval categories based on risk levels: -Type A (ATA): Low risk, -Type B (BTA): Medium risk and -Type C (CTA): High risk.

List of equipment classification according to risk level is published. Most information and communication technology equipment, their power supplies, servers, storage- and network parts and components are included as Type-A equipment.

New compliance labeling is introduced.

Validity of the type approval certificate is changed from indefinite to 5 years.

The obligations of registered agents to hold TRC Type Approval Certificates are clearly defined.

Certificates issued before the new regulation is implemented remain valid but must be renewed within 5 years.

Import Permit procedures and instructions are specified and also a list of prohibited equipment.

The new regulation will be implemented 6 months after it enters officially into force.
