Mandatory CCC Certification for EV charging equipment now in force

      Back

China's State Administration for Market Regulation (SAMR) has confirmed that, after the transition period from 1 March 2025, mandatory China Compulsory Certification (CCC) requirements for electric vehicle charging equipment are now fully in force.
SAMR Announcement No. 50 in 2024 allowed designated certification bodies to accept CCC certification applications for covered products from March last year during a transition period prior to mandatory enforcement.

After 1 August this year, electric vehicle charging equipment that has not obtained a valid CCC certificate and bears no CCC certification mark may not be manufactured, sold, imported, or used in commercial activities within China. The requirement applies to both AC and DC equipment within the product scope of the regulation.

The certification program is intended to enhance product safety through assessment of key safety characteristics, including protection against electric shock, short circuits, and fire risks, together with factory quality assurance reviews and product consistency inspections.

Manufacturers, importers and others serving the Chinese market should verify that covered products have obtained the required CCC certification and marking.

The authorities will take actions against uncertified products and misuse of the CCC certification mark.

China suspends use of USA based certification bodies for factory inspections
China's certification authorities (CNCA) have announced the immediate suspension of arrangements under which designated CCC certification bodies could entrust U.S.-based certification organizations to perform post-certification factory follow-up inspections at manufacturers in USA. The change affects surveillance activities supporting the maintenance of CCC certificates.

According to information provided by China Quality Certification Centre (CQC) Americas, alternative inspection arrangements have been submitted for regulatory review. At present, the duration of the suspension has not been given and the alternative inspection arrangements await approval by the CNCA.

The existing inspection requirements are said to remain unchanged. Manufacturers may, however, experience
delays in inspection scheduling while replacement inspection resources and processes are finalized. Affected factories will then be notified and inspection schedules coordinated with them.

Manufacturers with upcoming CCC follow-up inspections should closely monitor the developments and keep in touch with their CCC certification contacts to minimize the risk of delays to ongoing certificate maintenance activities.
