Updated requirements for communication equipment in Mongolia

      Back

The Constitution of Mongolia is a landlocked country in the East Asia region. It is bordered by Russia to the north and China to the south. The population is about 3.5 mill.
The capital Ulaanbaatar is the largest city, housing roughly half of the country's population.

Mongolia’s Communications Regulatory Commission (CRC) has now implemented the Regulation for Certification of Information & Communication Technology Equipment, approved under CRC Resolution No. 24 of 2026. These rules, aimed at enhancing safety and technical standards for imports and manufacturing, include a mandatory certification list, strict adherence to national radio frequency regulations, and required annual product reviews.

    Key Changes

    • Certification is mandatory for equipment listed in the Mandatory Conformity Assurance Product Catalogue.
and thus required before import, sale, or use in Mongolia.

    • The equipment must comply with national standards and international RF/EMC/safety requirements.

    • Required documentation includes a Local Representative's Letter of Authority (LoA), technical specifications

      and test reports.

    • Certified products must bear the official CRC mark.

    • The certificates are valid for 3-4 years depending on equipment category and origin (imported or domestically manufactured).

    • Equipment not listed in the mandatory product catalogue may undergo voluntary certification.

At the same time, the certification procedure has been streamlined, removing previous limits on test report validity and shifting approval to expert evaluation.

    • Begins with documentation review

    • Test reports from accredited international laboratories are generally accepted (when meeting given criteria).

    • May include sample testing conducted by CRC

    • Post‑market surveillance, including annual review of certified products.

The official announcement of Resolution No. 24/2026 is available at this link.

It may also be noted that 5G network has been deployed in the country since May last year and is planned to cover 70% of the population by 2027.
