Digital platform for market clearance of telecom equipment in Burundi

In Burundi, Agence de Régulation et de Contrôle des Télécommunications (ARCT) is the governmental body responsible for amongst other type approval of telecom equipment in the country.
In April last year, ARCT implemented new regulations, including Ministerial Ordinance No. 580/01 which mandates type approval and import controls for radio and terminal devices connectable to public networks.
To support this scheme, they have now launched a new digital platform to centralize and automate the submission and processing of authorization requests for such equipment.
The platform covers key procedures, such as:
- Import/Export Authorizations: Submission of technical dossiers, compliance declarations (accepting FCC/CE equivalents), and payment of fees online.
- Clearance (Enlèvement) Permits: Post-approval release from customs, with digital tracking to prevent counterfeit or non-compliant imports.
- Homologation Integration: Links directly to ARCT's type approval system, allowing applicants to upload test reports, labels, and samples for faster review (target TAT: 15-30 days).
This digital shift reduces paperwork, enables real-time status updates, and aligns with Burundi's 2024-2028 Digital Economy Strategy, promoting secure 5G/IoT deployments while combating substandard equipment.
Importers/distributors must register on the platform (via ARCT's portal) and obtain digital certificates for legal market entry. Non-compliance risks fine up to 5 million BIF (abt. 1500 EUR) or equipment seizure.
Existing manual applications will transition fully by Q1-2026 (i.e.an optional parallel for ongoing files until 31 March this year).
