New Chinese EMC standard in effect from 1 July

China National Public Service Platform for Standards Information published at the end of last year the new EMC standard GB/T 9254.1-2021 Information technology equipment, multimedia equipment and receivers-Electromagnetic compatibility-Part 1: Emission requirements’, which is equivalent to the international standard CISPR 32:2015.

The new standard is effective from 1 July this year and replaces the former version GB/T 9254-2008 (equivalent to CISPR 22:2006) and also the standard GB/T 13837-2012 (equivalent to CISPR 13:2009).

The CNCA’s Expert Group TC10 has recently published a ‘Technical Decision’ which in Appendices I and II lists the supplementary tests now required.

There are more supplementary tests for AV products, which will impact also existing CCC certificates under this category, while the impact for the ITE category is minimal.

The new EMC standard will affect the China compulsory CCC certification of IT- and AV (audio/video) products,
including power supplies, for existing certs as well as new applications. The Chinese certification body CQC has
provided some transition guidelines in this regard and did on 15 June arrange an open information session in which representatives of Nemko China took part.

As EMC testing needed for CCC must be made within China, foreign manufacturers/exporters of AV products should as soon as possible apply for the necessary supplementary testing in order to avoid undue delays with market entry.

There is also a new Chinese safety standard for IT- and AV products under preparation, which is equivalent to the international standard IEC 62368-1 3rd edition. This GB standard is presently at the final approval stage, and the proposed implementation date is 1 December this year. Safety testing for CCC does not have to be made within China so CB Test Certificate/Report may be used for this part.
