    Asia 2025 Regulatory Roundup Part 2: Key Market Access Updates

    Building on the insights from Part 1, which covered compliance shifts in China, India, Korea, and Taiwan, this second instalment of Nemko’s Asia 2025 Regulatory Roundup turns the spotlight toward Southeast Asia.     Indonesia Mandates Type-5 SNI IEC 62368-1 Certification for Consumer Electronics by June 2025

    In 2025, Indonesia’s Ministry of Industry introduced expanded requirements under the Standard Nasional Indonesia (SNI) certification program for consumer electronics. According to Ministerial Regulation No. 75 of 2024, a wide range of audio-visual (AV) products—including televisions (LCD and CRT up to 55”), set-top boxes, DVD/Blu-ray players, active speakers, and car multimedia units—must conform to SNI IEC 62368-1:2014. Compliance becomes mandatory by June 2025 and applies to both imported and locally manufactured products.

    While Indonesia’s SNI system technically includes both Type-1b (batch-based) and Type-5 (full certification) schemes, Regulation No. 75 of 2024 (Article 7) clearly limits the use of Type-1b to small-scale businesses only. Such businesses must meet specific criteria, such as an annual asset value below approximately USD 350,000, to qualify for the Type-1b certification route. Therefore, for the majority of manufacturers—including all medium and large enterprises—the only applicable certification scheme is Type-5.

    This interpretation is supported by the latest ASEAN regulatory summary, which explicitly lists Type-5 as the required scheme for SNI IEC 62368-1 product certification. Under the Type-5 certification, manufacturers must undergo accredited product testing, documentation review, initial factory audits, and periodic surveillance audits. The resulting SPPT SNI certificate is valid for four years, provided that compliance is maintained through regular factory inspections.

     Malaysia: IPv6 Testing and CoC Renewal – What Manufacturers Should Know

    Starting July 2025, Malaysia’s telecommunications authority MCMC, in collaboration with SIRIM, will require full IPv6 compliance for all non‑Wi‑Fi-enabled devices submitted for type approval or renewal. Previously, these items received “interim approval” without IPv6 testing. However, as declared in SIRIM’s official announcement SQASI/CMCS/1/25/0001, this interim route will end on July 10, 2025, and complete IPv6 test reports must be submitted thereafter to secure full approval.

    Simultaneously, SIRIM published a system notice on December 13, 2023, stating that any Certificate of Conformity (CoC) expired for over six months will be automatically suspended. Upon suspension, a notice is issued, and manufacturers have 14 working days to act. If no renewal is filed, the CoC is cancelled, and a 30-day grace period is provided for renewal. Failure to comply within this period means the certificate is closed and a new type approval application is required.

    Vietnam: New EMC Requirements for Land Mobile and Trunking Equipment

    Vietnam’s Ministry of Information and Communications has introduced updated EMC regulations through Circular No. QCVN 100:2024/BTTTT, affecting land mobile radio equipment and terrestrial trunking systems. This new standard replaces the 2015 version and will become fully mandatory starting July 1, 2025. A transitional period runs from January 1 to June 30, 2025, during which manufacturers may choose to comply with either the previous or updated standard.

    Manufacturers intending to place such equipment on the Vietnamese market after June 2025 must ensure full compliance with QCVN 100:2024/BTTTT through accredited EMC testing and technical documentation.
